ഈ വര്‍ഷം കര്‍ഷകരില്‍ നിന്നും ഭക്ഷ്യധാന്യങ്ങള്‍ വാങ്ങുന്നതില്‍ ഫുഡ് കോര്‍പ്പറേഷന്‍ ഓഫ് ഇന്ത്യ പുതിയ റെക്കോര്‍ഡുകള്‍ സ്ഥാപിച്ചു. ഇപ്പോള്‍ അവസാനിച്ച വിള സീസണില്‍ 389.76 എല്‍എംടി ഗോതമ്പും 504.91 എല്‍എംടി അരിയും സംഭരിച്ചു.പ്രധാനമന്ത്രി ഗാരിബ് കല്യാണ്‍ അന്ന യോജന (പിഎംജികെവൈ) 2020 ഏപ്രില്‍ മുതല്‍ ജൂണ്‍ വരെ വിജയകരമായി നടപ്പിലാക്കിയ ശേഷം, ഇന്ത്യന്‍ സര്‍ക്കാര്‍ 2020 ജൂലൈ മുതല്‍ നവംബര്‍ വരെ 5 മാസം കൂടി ഈ പദ്ധതി നീട്ടി. ദേശീയ ഭക്ഷ്യസുരക്ഷാ നിയമപ്രകാരം (എന്‍എഫ്എസ്എ) 81 കോടി ഗുണഭോക്താക്കള്‍ക്ക് ഈ പദ്ധതി പ്രകാരം 5 കിലോ അരി / ഗോതമ്പ് സൗജന്യമായി അന്ത്യോദയ അന്ന യോജന (AAY) വഴി നല്‍കും. 2020 ജൂലൈ മുതല്‍ നവംബര്‍ വരെ പിഎംജികെവൈ II നുള്ള മൊത്തം വിഹിതം 200.19 എല്‍എംടി (91.33 എല്‍എംടി ഗോതമ്പും 109.96 എല്‍എംടി അരിയും) ആണ്. ഈ പദ്ധതിക്ക് സംസ്ഥാന സര്‍ക്കാരുകളില്‍ നിന്നും ഗുണഭോക്താക്കളില്‍ നിന്നും വളരെ ആവേശകരമായ പ്രതികരണമാണ് ലഭിച്ചത്. ഈ പദ്ധതി 08.07.20 ന് ആരംഭിക്കുകയും 27.07.20 വരെ 33.40 എല്‍എംടി ഭക്ഷ്യധാന്യങ്ങള്‍ (13.42 എല്‍എംടി ഗോതമ്പ്, 19.98 എല്‍എംടി അരി) ഗുണഭോക്താക്കള്‍ക്ക് കൂടുതല്‍ വിതരണം ചെയ്യുന്നതിനായി രാജ്യമെമ്പാടുമുള്ള സംസ്ഥാന സര്‍ക്കാരുകള്‍ക്ക് ഇതിനകം കൈമാറിയിട്ടുണ്ട്. 2020 ജൂലൈ മാസത്തെ വിഹിതത്തിന്റെ 83% ആണിത്.

പിഎംജികെഐ II നായി 200.19 എല്‍എംടി അധികമായി അനുവദിക്കുന്നത് ഉള്‍പ്പെടെ, 5 മാസത്തിനുള്ളില്‍ സമൂഹത്തിലെ ദുര്‍ബല വിഭാഗങ്ങള്‍ക്ക് ഇന്ത്യാ ഗവണ്‍മെന്റ് വിതരണം ചെയ്യുന്ന മൊത്തം ഭക്ഷ്യധാന്യങ്ങളുടെ അളവ് ഏകദേശം 455 എല്‍എംടി ആയിരിക്കും. എന്‍എഫ്എസ്എ, എഎവൈ എന്നിവയ്ക്ക് കീഴിലുള്ള ഓരോ ഗുണഭോക്താവിനും 5 കിലോ ഗോതമ്പ് അല്ലെങ്കില്‍ അരി എന്നിവ സൗജന്യമായി ലഭിക്കും.

ഈ 5 മാസത്തെ വിഹിതം അനുസരിച്ച് ഭക്ഷ്യധാന്യ ശേഖരം രാജ്യത്തിന്റെ എല്ലാ ഭാഗങ്ങളിലും എത്തുന്നുവെന്ന് ഉറപ്പാക്കുന്നതിന് വിപുലവും വിശദവുമായ ലോജിസ്റ്റിക്കല്‍ ആസൂത്രണം ഇതിനകം തന്നെ ഫുഡ് കോര്‍പ്പറേഷന്‍ ഓഫ് ഇന്ത്യ (എഫ്സിഐ) നടത്തിയിട്ടുണ്ട്. ഇത് ഒരു വലിയ വെല്ലുവിളിയാണ്, കാരണം ഇത് സാധാരണ വിഹിതത്തിന്റെ ഇരട്ടിയാണ്, നിലവിലുള്ള വെയര്‍ഹൗസിംഗ് ശേഷിയും ഗതാഗത സംവിധാനങ്ങളും പതിവ് വിഹിതം അടിസ്ഥാനമാക്കിയുള്ളതാണ്. എന്നിരുന്നാലും, എഫ്സിഐ ഈ വെല്ലുവിളി ഏറ്റെടുക്കാന്‍ പൂര്‍ണ്ണമായും സജ്ജമാണ്. കൂടാതെ ലോജിസ്റ്റിക്കല്‍ പ്രവര്‍ത്തനങ്ങളുടെ കാര്യത്തില്‍ പുതിയ റെക്കോര്‍ഡുകള്‍ സൃഷ്ടിച്ച ലോക്ക്ഡൗണ്‍ കാലയളവില്‍ ഏറ്റവും ശ്രമകരമായ സാഹചര്യങ്ങളില്‍ രാജ്യത്തിന്റെ എല്ലാ കോണിലും എത്തിച്ചേരാനും കഴിഞ്ഞു. നാട്ടില്‍ ഒരാളും പട്ടിണി കിടക്കില്ല എന്നുറപ്പാക്കിയാണ് എഫ്സിഐ പരവര്‍ത്തിക്കുന്നത്.
ഖാരിഫ് സീസണ്‍ മികച്ചതാവും
നിലവിലെ സീസണിലെ സംഭരണ പ്രവര്‍ത്തനങ്ങള്‍ എഫ്സിഐ ഇതിനകം തന്നെ തുടങ്ങുകയും ഗോതമ്പ്, അരി എന്നിവ വാങ്ങുന്നതില്‍ പുതിയ റെക്കോര്‍ഡുകള്‍ സൃഷ്ടിക്കുകയും ചെയ്തു. ഇപ്പോള്‍ അവസാനിച്ച വിള സീസണില്‍ 389.76 എല്‍എംടി ഗോതമ്പും 504.91 എല്‍എംടി അരിയും സംഭരിച്ചു. മണ്‍സൂണിന്റെ ഇപ്പോഴത്തെ പുരോഗതി കണക്കിലെടുക്കുമ്പോള്‍, 2020-21 വരാനിരിക്കുന്ന ഖാരിഫ് സീസണും മികച്ചതായിരിക്കുമെന്ന് പ്രതീക്ഷിക്കുന്നു.
Distribution of food grains under PMGKAY-II started; Total 33.40 LMT food grains picked up by the States/UTs till now
After successful implementation of Prime Minister Garib Kalyan Ann Yojana (PMGKAY) from April to June 2020, the Government of India extended this scheme for another 5 months from July to November 2020. About 81 crore beneficiaries covered under National Food Security Act (NFSA) and Antyodaya Ann Yojana (AAY) are being provided 5 Kgs of Rice/wheat free of cost under this scheme. The total allocation for PMGKAY II from July to November 2020 is 200.19 LMT (91.33 LMT Wheat and 109.96 LMT rice). There has been very enthusiastic response from the state governments as well as beneficiaries to this scheme. The scheme was rolled out on 08.07.20 and till 27.07.20, a quantity of 33.40 LMT food grains (13.42 LMT wheat and 19.98 LMT rice) has already been handed over to state governments across the country for further distribution to the beneficiaries, which is about 83% of the allocation for the month of July 2020.
Including the additional allocation of 200.19 LMT for PMGKAY II, the total quantity of food grains that will be distributed by Government of India to the vulnerable sections of the society during the 5 months will be about 455 LMT. Every beneficiary under NFSA and AAY shall receive 5 Kg of wheat or rice totally free of cost in addition to their regular quota of food grain at subsidized prices.
Extensive and detailed logistical planning has already been done by Food Corporation of India (FCI) to ensure that food grain stocks reach every part of the country as per the allocation over these 5 months. This is a huge challenge as it is double the normal allocation and the existing warehousing capacities and transportation systems are based on the regular allocations. However, FCI is fully geared up for the challenge and its ability to deliver in the most trying circumstances has already been demonstrated during the lockdown period when new records were set in terms of logistical operations. It will be ensured that food grains reach every corner of the country as per allocations and the stated objective of the government that no poor person will have to remain hungry for want of food will be achieved.
FCI has already wound up the procurement operations for the current season and has set new records in procurement of both wheat and rice. A total of 389.76 LMT wheat and 504.91 LMT rice has been procured in the just concluded crop season. Going by the present trend of progress of monsoon, the coming Kharif season of 2020-21 is also expected to be a good one.
