സൂക്ഷ്മ, ചെറുകിട, ഇടത്തരം വ്യവസായങ്ങൾക്ക് ജൂലായ് ഒന്നു മുതൽ ഉദ്യം രജിസ്‌ട്രേഷൻ എടുക്കണമെന്ന് സർക്കാർ. ഇതിന്റെ വിജ്ഞാപനം കേന്ദ്രമിറക്കി. സംരംഭം തുടങ്ങാൻ ആഗ്രഹിക്കുന്നവർ ഓൺലൈൻ ഉദ്യം രജിസ്‌ട്രേഷൻ പോർട്ടലിൽ (www.udyamregistration.gov.in) സ്വയം സാക്ഷ്യപ്പെടുത്തിയ രേഖകളുടെ അടിസ്ഥാനത്തിൽ അപേക്ഷിക്കണം. മറ്റുരേഖകൾ അപ്ലോഡ് ചെയ്യേണ്ടതില്ല. ആധാർനമ്പർമാത്രം മതിയാവും. രജിസ്‌ട്രേഷൻ നടപടികൾ പൂർത്തിയാക്കിയാൽ ഉദ്യം രജിസ്‌ട്രേഷൻ നമ്പറും രജിസ്‌ട്രേഷൻ സർട്ടിഫിക്കറ്റും ലഭിക്കും. പോർട്ടലിൽ കാണുന്ന രജിസ്‌ട്രേഷൻ ഫോമിൽ സൗജന്യമായി അപേക്ഷിക്കാം. ഒരേ സംരംഭം ഒന്നിൽക്കൂടുതൽ രജിസ്‌ട്രേഷൻ എടുക്കാൻ പാടില്ല.
Classification of enterprises.-An enterprise shall be classified as a micro, small or medium enterprise on the basis of the following criteria, namely:--
സൂക്ഷ്മ സംരംഭം എന്നാല്‍ പ്ലാന്‍റിലും മെഷിനറിയിലും ഉപകരണങ്ങളിലും ഉള്ള നിക്ഷേപം ഒരു കോടി രൂപ അധികരിക്കാതെയും വാര്‍ഷിക വിറ്റുവരവ് അഞ്ചുകോടി അധികരിക്കാതെയും ഉള്ളവയായിരിക്കണം.
(i) a micro enterprise, where the investment in plant and machinery or equipment does not exceed one crore rupees and turnover does not exceed five crore rupees;
ചെറുകിട സംരംഭം എന്നാല്‍ പ്ലാന്‍റ്, മെഷിനറി ഉപകരണങ്ങള്‍ എന്നിവയിലെ നിക്ഷേപം 10 കോടിയില്‍ അധികരിക്കാതെയും വിറ്റുവരവ് 50 കോടിയില്‍ അധികരിക്കാതെയും ഉള്ളവയാണ്.
(ii) a small enterprise, where the investment in plant and machinery or equipment does not exceed ten crore rupees and turnover does not exceed fifty crore rupees; and
ഇടത്തരം സംരംഭം എന്നാല്‍ പ്ലാന്‍റ്, മെഷിനറി, ഉപകരണങ്ങള്‍ എന്നിവയിലെ നിക്ഷേപം 50 കോടിയില്‍ അധികരിക്കാതെയും വിറ്റുവരവ് 250 കോടിയില്‍ അധികരിക്കാതെയും ഉള്ളവയാണ്.
(iii) a medium enterprise, where the investment in plant and machinery or equipment does not exceed fifty crore rupees and turnover does not exceed two hundred and fifty crore rupees.
സംരംഭം തുടങ്ങാന്‍ ആഗ്രഹിക്കുന്ന വ്യക്തി ഓണ്‍ലൈന്‍ ഉദ്യം രജിസ്‌ട്രേഷന്‍ പോര്‍ട്ടലില്‍ (www.udyamregitsration.gov.in ) കയറി സ്വയം സാക്ഷ്യപ്പെടുത്തിയ രേഖകളുടെ അടിസ്ഥാനത്തില്‍ അപേക്ഷ സമര്‍പ്പിക്കാം. മറ്റ് രേഖകള്‍ അപ്ലോഡ് ചെയ്യേണ്ട. ആധാര്‍ നമ്പര്‍ മാത്രം മതിയാകും. രജിസ്‌ട്രേഷന്‍ നടപടികള്‍ പൂര്‍ത്തിയാക്കിയാല്‍ ഉദ്യം രജിസ്‌ട്രേഷന്‍ നമ്പരും രജിസ്‌ട്രേഷന്‍ സര്‍ട്ടിഫിക്കറ്റും ലഭിക്കും.
പോര്‍ട്ടലില്‍ കാണുന്ന രജിസ്‌ട്രേഷന്‍ ഫോമില്‍ സൗജന്യമായി അപേക്ഷ സമര്‍പ്പിക്കാം. ഒരേ സംരംഭം ഒന്നില്‍ കൂടുതല്‍ രജിസ്‌ട്രേഷന്‍ എടുക്കാന്‍ പാടില്ല. നിർമാണവും സേവനവും മറ്റ് അധിക പ്രവൃത്തികളും ഒന്നില്‍ത്തന്നെ ഉള്‍പ്പെടുത്താം.
നിലവില്‍ ഇ.എം.2., ഉദ്യോഗ് ആധാര്‍ എന്നിവ എടുത്തിരിക്കുന്നവര്‍ പുതിയ രജിസ്‌ട്രേഷന്‍ നിര്‍ബന്ധമായും എടുക്കണം. എന്നാല്‍ അവരുടെ നിലവിലുള്ള രജിസ്‌ട്രേഷന്‍റെ കാലാവധി 2021 മാര്‍ച്ച് 31 വരെ ഉണ്ടായിരിക്കും.
മറ്റ് ഏതൊരു സ്ഥാപനവുമായോ, എം.എസ്.എം.ഇ മന്ത്രാലയവുമായോ രജിസ്‌ട്രേഷന്‍ ഉണ്ടെങ്കിലും ഉദ്യം രജിസ്‌ട്രേഷന്‍ എടുക്കണം. ഉദ്യം രജിസ്‌ട്രേഷന്‍ പുതുതായി എടുക്കുന്നതും നിലവിലുള്ളവര്‍ എടുക്കുന്നതും പുതിയ നിര്‍വചനത്തിന്റെ അടിസ്ഥാനത്തിലായിരിക്കും.
സംയുക്ത മാനദണ്ഡത്തില്‍ ഏതെങ്കിലും ഒരിനം വ്യത്യാസപ്പെട്ടാല്‍ അതനുസരിച്ച് കാറ്റഗറിയും മാറും. എന്നിരുന്നാലും സ്ഥാപനത്തിന് ഉയര്‍ന്ന കാറ്റഗറിയിലേക്ക് മാത്രമേ മാറാന്‍ കഴിയൂ. താഴ്ന്ന കാറ്റഗറിയിലേക്ക് പറ്റില്ല. കയറ്റുമതി ചെയ്യുന്ന സ്ഥാപനങ്ങളെ സംബന്ധിച്ച് അതിന്റെ മൂല്യം ഒഴിവാക്കിക്കൊണ്ടു മാത്രമേ വിറ്റുവരവ് കണക്കാക്കുകയുള്ളൂ എന്നും നോട്ടിഫിക്കേഷനില്‍ പറയുന്നു.
എം.എസ്.എം.ഇ. ഡെവലപ്‌മെന്റ് ഇന്‍സ്റ്റിറ്റ്യൂട്ട്, ജില്ലാ വ്യവസായ കേന്ദ്രങ്ങള്‍ എന്നീ സ്ഥാപനങ്ങള്‍ രജിസ്‌ട്രേഷന്‍ നടപടികള്‍ സുഗമമാക്കുന്നതിനു വേണ്ട ഏകജാലക സംവിധാനമായി പ്രവര്‍ത്തിക്കുകയും ചെയ്യും. രജിസ്‌ട്രേഷന്‍ സൗജന്യമാണ്. ചെലവുകളോ ഫീസുകളോ ആര്‍ക്കും നല്‍കേണ്ട. സൂക്ഷ്മ ചെറുകിട ഇടത്തരം സംരംഭങ്ങളുടെ രജിസ്‌ട്രേഷന്‍ കേന്ദ്ര സര്‍ക്കാറിന്‍റെ ഔദ്യോഗിക വെബ്‌സൈറ്റായ www.udyamregitsration.gov.in ചെയ്യാമെന്ന് വ്യവസായ വാണിജ്യ ഡയറക്ടറേറ്റ് അറിയിച്ചു.
Becoming a micro, small or medium enterprise.--
(1) Any person who intends to establish a micro, small or medium enterprise may file Udyam Registration online in the Udyam Registration portal, based on self-declaration with no requirement to upload documents, papers, certificates or proof.
(2) On registration, an enterprise (referred to as ―Udyam in the Udyam Registration portal) will be assigned a permanent identity number to be known as ―Udyam Registration Number
(3) An e-certificate, namely, ―Udyam Registration Certificate shall be issued on completion of the registration process.
The Central Government, after obtaining the recommendations of the Advisory Committee in this behalf, hereby notifies certain criteria for classifying the enterprises as micro, small and medium enterprises and specifies the form and procedure for filing the memorandum (hereafter in this notification to be known as ―Udyam Registration), with effect from the 1st day of July, 2020,
Registration process.—
(1) The form for registration shall be as provided in the Udyam Registration portal.
(2) There will be no fee for filing Udyam Registration.
(3) Aadhaar number shall be required for Udyam Registration.
(4) The Aadhaar number shall be of the proprietor in the case of a proprietorship firm, of the managing partner in the case of a partnership firm and of a karta in the case of a Hindu Undivided Family (HUF).
(5) In case of a Company or a Limited Liability Partnership or a Cooperative Society or a Society or a Trust, the organisation or its authorised signatory shall provide its GSTIN and PAN along with its Aadhaar number.
(6) In case an enterprise is duly registered as an Udyam with PAN, any deficiency of information for previous years when it did not have PAN shall be filled up on self-declaration basis.
(7) No enterprise shall file more than one Udyam Registration: Provided that any number of activities including manufacturing or service or both may be specified or added in one Udyam Registration.
(8) Whoever intentionally misrepresents or attempts to suppress the self-declared facts and figures appearing in the Udyam Registration or updation process shall be liable to such penalty as specified under section 27 of the Act. 7.
Registration of existing enterprises.---
(1) All existing enterprises registered under EM–Part-II or UAM shall register again on the Udyam Registration portal on or after the 1 st day of July, 2020.
(2) All enterprises registered till 30th June, 2020, shall be re-classified in accordance with this notification.
(3) The existing enterprises registered prior to 30th June, 2020, shall continue to be valid only for a period up to the 31stday of March, 2021.
Facilitation and grievance redressal of enterprises.--
(1) The Champions Control Rooms functioning in various institutions and offices of the Ministry of Micro, Small and Medium Enterprises including the Development Institutes (MSME-DI) shall act as Single Window Systems for facilitating the registration process and further handholding the micro, small and medium enterprises in all possible manner.
(2) The District Industries Centres (DICs) will also act as Single Window facilitation Systems in their Districts.
(3) Any person who is not able to file the Udyam Registration for any reason including for lack of Aadhaar number, may approach any of the above Single Window Systems for Udyam Registration purposes with his Aadhaar enrolment identity slip or copy of Aadhaar enrolment request or bank photo pass book or voter identity card or passport or driving licence and the Single Window Systems will facilitate the process including getting an Aadhaar number and thereafter in the further process of Udyam Registration.
(4) In case of any discrepancy or complaint, the General Manager of the District Industries Centre of the concerned District shall undertake an enquiry for verification of the details of Udyam Registration submitted by the enterprise and thereafter forward the matter with necessary remarks to the Director or Commissioner or Industry Secretary concerned of the State Government who after issuing a notice to the enterprise and after giving an opportunity to present its case and based on the findings, may amend the details or recommend to the Ministry of Micro, Small or Medium Enterprises, Government of India, for cancellation of the Udyam Registration Certificate
